The principle architect of this site obtained a Master of Science Degree in Criminology and Forensic Sciences and also procured a degree in Law. Armed with special qualifications he served Confederation of Best Investigators for a period of Twenty Six years and earned laurels for investigating abilities. After taking voluntary retirement in 1993 he joined as General Manager in a leading Business House and rose to retire this year as Advisor and head of Corporate Intelligence, Vigilance and Security of all the group companies of that business house.
Thirty seven years of cumulative experience as Detective/ Investigator in CBI and in a Corporate bestowed an expertise which is unique in nature. CBI is available for Governmental Investigations and general public is deprived of its services. CBI sleuths enjoy all powers derived from provisions of Criminal Procedure Code. As such the investigators have access to information from banks, institutions, private persons. They are also empowered to conduct search, seizures and arrests. They also enjoy immunity in the name of public duty performed in good faith.On the other hand no law of land permits a private detective to exercise any function as a matter of right.And the Constitution of India protects its citizens through fundamental rights. Under the circumstances, the private detective has to devise a methodology to collect information. Physical surveillance from inconspicuous locations is to be done without interfering with the rights of citizen. Individuals are to be interviewed (not questioned or grilled) for pumping out information. Public records are also store house of informations. Procedures and provisions are in place to have access to them. In nutshell, the investigator is required to invent a methodology to ferret out records, information and secrets from public and private sources by side stepping common pitfalls. And to “find” scarce resources the private investigator must have fundamental level of investigative knowledge and his skills are to be sharpened. These include imparting knowledge of rules and regulations, where and how to obtain information, how to properly gather and document evidence, how to interview persons and how to properly report the results of investigations. Then again, the finding must be adducible in evidence in a court of law. Indian evidence Act contains provisions and also restricts admissibility of such evidence.The detective training institute must have a course curriculum and a programme to specifically address these vital matters with rock-solid and up-to-date advice and training.As the private investigator moves through his career, he must also start to specialize, requiring more specific education in respective areas of speciality. That is why there should be fundamental courses called “Certificate Courses” advancing to “Diploma Courses” and finally to “Degree Courses”. The course contents can be imparted in class rooms, training sessions and hands on job experience.Duration of Certificate Course should be six months that of Diploma course be one year and Degree course for three years. Infrastructure has to be available. Even correspondence courses can be organised. Recognition from Governmental agencies can be procured in due course. Affiliations from recognized universities in India and abroad can be managed. HRD Ministry and AICTE can also be brought into focus to accord recognition.
